This means that, if you deposit €20, you’ll have to make €60 worth of wagers before you can withdraw the winnings you earned with that deposit. And if you made more than one deposit (for example, €20 from the first one and €30 from the second), you’ll need to wager €150 before you can withdraw any money. This condition is completely unnecessary, and its only purpose is to make withdrawals far more difficult than they need to be.
